These wheel covers are mostly punched by steel or iron, looks more beautiful after the plating process. The main kinds of wheel covers are complete coverage and semi-coverage. The complete coverage kind was aimed to cover the whole steel wheel, design is quite exquisite, commonly used at luxury cars. The semi-coverage wheel covers were aimed to cover the center part of the steel wheel, commonly used at cheaper cars.
In eighties and nineties, wheel covers are still popular, however, the material changed to plastic not steel any more. Steel wheel + plastic cover became the synonym of cheap cars.
