2024年10月16日,欧亚经济委员会内部市场保护司发布对原产于中国的铝合金轮毂(俄文：Литые алюминиевые колесныедиски)反倾销第一次日落复审终裁披露(参见第2024/420/AD24R1号公告),裁定若终止现行反倾销措施,涉案产品的倾销以及该倾销对欧亚经济联盟造成的实质性损害将继续或再度发生,因此,建议将2019年3月26日第43号决议确定的33.69%反倾销税的有效期延长五年.涉案产品为最大载荷1150千克,直径介于13(含)～20英寸(含),中心孔径不超过131毫米的铝合金轮毂,涉及欧亚经济联盟税号8708 70 500 1和8708 70 500 9项下的产品.
利益相关方应于2024年10月31日(含)前提交案件评述意见.
2018年3月2日,欧亚经济委员会对原产于中国的铝合金轮毂发起反倾销调查.2019年3月26日,欧亚经济委员会发布第43号决议,对该案作出肯定性裁决,开始对中国铝合金轮毂征收为期五年的反倾销税,税率为33.69%,措施有效期至2024年4月27日.2023年12月27日,欧亚经济委员会对该案启动第一次日落复审调查.2024年3月21日,欧亚经济委员会将中国铝合金轮毂反倾销税的有效期延长至2024年12月26日(含).
The Eurasian Economic Union issued a disclosure on the final ruling of the anti-dumping sunset review of aluminium wheels against China
On October 16, 2024, the Department for the Protection of the Internal Market of the Eurasian Economic Commission issued a final disclosure on the final ruling of the first sunset review of anti-dumping of aluminium alloy wheels (Russian: Литые алюминиевые колесныедиски) originating in China (see Announcement No. 2024/420/AD24R1), ruling that if the current anti-dumping measures are terminated, the dumping of the products in question and the material damage caused by the dumping to the Eurasian Economic Union will continue or recur, therefore, It is proposed to extend the validity of the 33.69% anti-dumping duty established in Resolution No. 43 of March 26, 2019 for a period of five years. The products involved in the case are aluminium alloy wheels with a maximum load of 1150 kg, a diameter of 13 (inclusive) ~ 20 inches (inclusive), and a centre bore diameter of no more than 131 mm, involving products under the tax codes 8708 70 500 1 and 8708 70 500 9 of the Eurasian Economic Union.
Stakeholders should submit case comments by October 31, 2024 (inclusive).
On March 2, 2018, the Eurasian Economic Commission launched an anti-dumping investigation on aluminium alloy wheels originating in China. On March 26, 2019, the Eurasian Economic Commission issued Resolution No. 43, making an affirmative ruling on the case, and began to impose anti-dumping duties on Chinese aluminium alloy wheels for a period of five years, with a tax rate of 33.69%, and the measures are valid until April 27, 2024. On December 27, 2023, the Eurasian Economic Commission launched the first sunset review investigation into the case. On March 21, 2024, the Eurasian Economic Commission extended the validity period of anti-dumping duties on aluminium alloy wheels in China until December 26, 2024 (inclusive).
